From 2010 onwards, utilities have to install meters for electricity and gas in new buildings that reflect "the actual energy consumption and the actual time of usage." Also, from 2011 at the latest it will be obligatory to offer an electricity tariff that "encourages energy saving or consumption to be controlled".
